Situations.03
Situations / .03 Value evidence and governance may disappear with the programme
What you may be seeing
- Benefits reporting is still produced or coordinated by the programme team.
- Measures exist, but enduring business ownership is unclear.
- Dashboards are available, but it is uncertain which decisions they are meant to inform.
- Evidence is spread across different teams, systems or workstreams without a single operating view.
- Governance forums are closing before a replacement rhythm has been established.
- Operational leaders are inheriting targets or measures without clear authority to act on what the evidence shows.
- The organisation can report activity but cannot clearly explain how value will continue to be governed after handover.

Why it matters
Evidence without ownership can become passive reporting. Ownership without usable evidence can become opinion. Governance without clear decisions can become ceremony.
If the programme closes before those elements are transferred together, value can become harder to see, harder to challenge and harder to manage just as executive attention moves elsewhere.

What can sit behind it
Possible causes include programme-owned reporting, unclear enduring accountabilities, measures designed for implementation rather than operations, fragmented data ownership, weak links between evidence and decisions, or governance structures that were never designed to survive programme closure.
The presence of a dashboard does not, by itself, establish that value governance has transferred.

Where this can lead
- 01
Value Evidence & Governance Handover is the recommended public route when the dominant question is how value evidence, measurement, ownership and governance move from temporary programme structures into enduring operations.
- 02
Operational Readiness may be more appropriate where value governance is one part of a wider programme-to-operations readiness question.
- 03
Value Optimisation Review may be more appropriate where the organisation needs a broader enterprise diagnosis of value creation, constraints or priorities.
- 04
Value Assurance Office may be more appropriate where the organisation needs continuing DAA value assurance and governance rather than a bounded transfer into internal ownership.
