Situations.01
Situations / .01 The programme is ending, but the business may not be ready to take over
What you may be seeing
- Ownership is still shared or unclear between programme and operational teams.
- Important decisions still depend on programme forums or individuals who are about to leave.
- Processes are documented, but accountability for operating and improving them is not yet settled.
- Measures exist, but ownership or review cadence after handover is unclear.
- Operational teams have received training or documentation but may not yet have the capability, authority or capacity to sustain the new model.
- Known risks or actions are being accepted into business-as-usual without a clear receiving mechanism.

Why it matters
A technically successful implementation can still create an unstable operating handover. If accountability, governance, capability and evidence do not move into enduring ownership together, the organisation may inherit a solution without inheriting the conditions needed to sustain its intended value.
That can show up later as slow decisions, unresolved ownership, recurring workarounds, weak measurement, operational escalation or continued reliance on the people who were meant to exit with the programme.

What can sit behind it
The underlying cause may be incomplete role transition, weak receiving governance, unresolved process ownership, insufficient operational capability, fragmented handover evidence, unclear decision rights, or a mismatch between programme exit timing and actual organisational readiness.
Those are possibilities, not conclusions. The same visible symptom can have different causes in different organisations.

Where this can lead
- 01
Operational Readiness is the primary route when the dominant question is whether the receiving organisation is genuinely ready for programme-to-operations transition.
- 02
Intelligent Change Transition may be more appropriate where the central concern is whether critical behaviours will persist after change support withdraws.
- 03
Value Evidence & Governance Handover may be more appropriate where the main gap is transfer of value evidence, measures, ownership and governance.
- 04
Value Optimisation Review may be more appropriate when the question has expanded beyond a bounded handover into a wider enterprise value diagnosis.
