Situations / .07 The organisation needs a broader enterprise value diagnosis

What you may be seeing

  • Multiple programmes have different benefit stories that are difficult to compare.
  • Executives have competing explanations for why expected value is not appearing.
  • Operational symptoms cut across functions or technologies rather than sitting inside one bounded domain.
  • Investment decisions are being made without a shared evidence-based view of value opportunities and constraints.
  • The organisation has many measures but no coherent way to distinguish signal from noise at enterprise level.
  • A local intervention would address one symptom without resolving the broader prioritisation question.
  • Leadership needs a clearer basis for deciding where to intervene, where not to intervene and what evidence is still missing.

Situations / .07 The organisation needs a broader enterprise value diagnosis

Why it matters

When the problem is enterprise-wide, a narrow diagnostic can produce a locally correct answer to the wrong question. Teams can optimise one process, technology or behaviour while larger constraints, dependencies or value opportunities remain untouched.

The executive need is therefore not simply more analysis. It is a decision-grade view of the value landscape that distinguishes evidence, assumptions, uncertainty, constraints and opportunities across the relevant scope.

What can sit behind it

Possible conditions include fragmented value ownership, competing business cases, inconsistent evidence, cross-functional constraints, overlapping transformations, weak prioritisation, benefits that cannot be traced to operating reality, or executive hypotheses that have not yet been tested against evidence.

A broader scope does not mean every issue is connected. Part of the work is determining what belongs in the same value question and what does not.

Where this can lead

  1. 01

Value Optimisation Review is the primary route when the value question is materially broader than a bounded operational intervention.

  2. 02

A bounded service may be more appropriate if the problem can be isolated clearly to programme readiness, behavioural continuity, value-governance handover, Digital Adoption capability or a defined post-go-live value-leakage domain.

  3. 03

DAA Sessions may be appropriate where the executive first needs a focused challenge to determine whether the issue genuinely warrants a broader Review.
